When I would make files, I'd just put them in a zip with those file extensions they needed then renamed it to a pk3.

Add this to a zip file making sure you keep the path structure (when you click 'Add' make sure the 'Save full path info' is checked), rename the zip file to whatever.pk3 and throw it in your base directory. Voila... it'll work on your own server, impure servers or any pure server hosting the file for you.
