Not necessarily......What does that mean? I have 5000 of Tusken faction and they don't attack me and I guess it should be like that with all npcs in the game?

Not necessarily......What does that mean? I have 5000 of Tusken faction and they don't attack me and I guess it should be like that with all npcs in the game?It MEANS that for some reason, I have had 5000 faction with NPC's before, yet have still been aggroed.
